Update scoring_script.py

Aaron Spring requested to merge penalize_and_clip into master
  • penalize unwanted NaNs #7
  • calc rpss, then clip(-10,1) and penalize, then average over forecast_time, spatial average, then average lead_time and data_vars
  • add assert functions
  • fix category: normal to near normal
