Convert to mkdocs and include documentation

Removes all Hugo dependencies and instead uses mkdocs to create the website. Also add the documentation from https://github.com/omnibenchmark/documentation . Webpage review at http://review.omnibenchmark.org . Updates the CICD to not commit the fetched data but instead keep it as a artifact in CICD. Various small changes to the webpage.
