use the notation #NNNN to select related aTeLs

In the ATEl and GCN text, there is the notation ATEl/GCN #NNN in which you can refer to a related ATEl or GCN number.

Again for the case of ATEL #11117 the ATEL #11116 is not even reported in the related one.

It should be a minimal requirement.
